How to address tenant problem relating to complaints received from neighbours about smell of weed.

I have received complaints from neighbours about the smell of weed coming from a student let licenced HMO.
The tenancy agreement (RLA agreement with addendum sheets) states that no smoking is allowed in the house and separately that tenants are not to cause any nuisance to neighbours.
Please advise on how to handle this issue with tenants both with and without reverting to legal processes.
Please also advise what formal measures I can take if tenants do not stop/rectify the situation and further complaints are received.
