I will clear up the mould as it’s a health hazard but who ultimately is liable for cost?

Background:
New build property (10years ago)
I lived there for 3 years with no issues and rented the last 7 (accidental landlord and I generally try to do the right and fair thing for everyone)
Current tenants have just renewed for 3rd year and never had any issues with mould.

They sent me a photo a month ago showing me some minor mould (as in it can be wiped away) on the window sill of wall to ceiling windows that had a significant amount of condensation on. They admitted to drying clothes in the flat, never opening windows or using the extractor fan. Told them to clean it with proper cleaning solutions and to use the drier provided for clothes, stop covering radiators and try to open a window to keep air flow going.

They have sent a message (a month after the first) saying the wall is bad and I went back asking for a photo as previously it was just the window sill. There is a significant amount of mould on the wall next to the windows.
Clearly this hasn’t happened over night so I’m a bit annoyed it’s got this far! It must be a health hazard so I will have to go and clean it (or find someone to do it) but clearly this is going to happen again as they are unable to look after my property.

Who would be liable for any costs incurred and how can I encourage them to look after the flat properly? (They’ve also just broken the curtain rail in front of these windows - last two years though, zero issues with them or the flat!)
