Tenant smoking marijuana in property (plus 6 months in arrears)

Hi, just wondering if there is any advice for reporting a tenant who is smoking marijuana in the property. We have already served a section 21 and due to serve a section 8 as they are 6 months in arrears at the end of May. Our Agent informed us that the independent contractor sent to check a damp patch, noted that the tenant was smoking marijuana as he allowed him into the flat.
We are also trying the PRS mediation service and have just started that process. Feels like tenants are doing what they like in the knowledge that no Landlord can evict them. This tenant refuses to pay, has kept the property in poor state and is smoking in the property (against the terms of the AST).
