Landlord's complaints policy?

On government/Shelter website, it states landlord should have a "complaints policy" in place. Can anyone point me in direction of any forms or notifications relating to this, should I have issued something at start of tenancy? Tenant has a complaint about height of my hedge and is raising issue with council. (it's a neatly kept privet that has stayed same height since start of tenancy , neighbour pays for upkeep so we allow the greater height for screening.)
