Compel freeholder of my leasehold flat to address their problem tenant

I have a leasehold flat in a block of 4. I have a tenant in my flat, the freeholder is a social housing association and has tenants in the other 3 flats. 2 of those are long term settled tenant. The third is an ASB nightmare that has been placed there following an 18 month fight by the other tenants to get the previous ASB nightmare dealt with.

I have a leaseholder relationship with the free holder and want to know how I can take action against them and either force them to address the issues with their tenant and/or pursue the freeholder for infringing on the peaceful enjoyment of my flat by my tenant.

The crux of the issue is that they are incredibly slow to act, the previous ASB tenant repeatedly had her door kicked in by the police due to dialling 999 and summoning them but then refusing to let them into the block or into her flat. Claiming to have overdosed and then refusing to let in the ambulance crew and screaming in the common areas of the block in the middle of the night. Clearly troubled.

The new tenant who has been in 8 weeks is also clearly troubled and is worse.

What options are open to me via the leaseholder status that I can follow to help my tenant and to bolster the efforts of the neighbours with their landlord?
