Neighbour tree causing damage to my flat roof

My tenants said flat roof was leaking so they went to look. Said problem is caused by neighbours tree actually growing into my flat roof, and he can't do anything until tree is cut down. Had problems with this neighbour before and didn't respond when I wrote to them. Any ideas on what is best course of action as need it sorting asap?
