Renters' Rights: Royal Assent pushed back to autumn
The Renters' Rights Bill will return to the House of Commons on 8th September it was announced yesterday - meaning Royal Assent will not happen ahead of the summer recess. Report stage in the House of Lords concluded this week, with the potential for further Lords amendments at Third Reading on Monday. Renters’ Rights Bill: Government backs NRLA review call
Wins on pet deposits and letting restrictions for landlords were the big talking points following the Renters’ Rights Bill’s Report stage debate this week, both representing big wins for the NRLA. An amendment enabling landlords to take an additional ‘pet deposit’ of three weeks’ rent was accepted, along with one that would reduce the restrictions on landlords reletting homes repossessed to be sold from 12 to six months.

Peers debated the Renters’ Rights Bill during Report stage in the Lords last night, in a sitting that lasted more than seven hours. And while it was good news on student lets after an amendment was passed removing the HMO restriction from Ground 4A, the change could still be overturned in the Commons.

New Renters’ Rights date revealed
The Renters’ Rights Bill will be back in the House of Lords on 1st July, for first of three Report stage debates. With the further sittings schedules for the 7th and 15th July, it is looking increasingly unlikely that the bill will received Royal Assent ahead of the summer recess, meaning it will likely become law in September.

NRLA backing Lords arrears amendments
The NRLA is throwing its weight behind new rent arrears amendments tabled in the Lords. Lord Carter of Haslemere has tabled two amendments in line with NRLA proposals, which we believe will give landlords the confidence to know they will still be able to regain possession – in a timely manner – should their tenants stop paying rent.
