Introduction

As energy costs have risen over recent years, bills-inclusive packages have become an increasingly appealing option for tenants looking to manage their outgoings. ‘Bills included’ was the most searched term on Rightmove for prospective tenants in August 2022.

However, offering a bills-included arrangement has become less common, particularly as landlords face their own cost pressures. Domestic energy bills have risen substantially since 2021, and analysts expect further increases in 2026. This understandably leaves many landlords cautious about taking on responsibility for bills, especially where tenants may use high amounts of gas or electricity.

This guide sets out the main options available to landlords thinking about offering a bills-included package. It has been updated to reflect the Renters’ Rights Act changes that apply to assured tenancies from 1st May 2026.
