New PRS database – landlord testers needed

Landlords in Birmingham, Gateshead and Nottingham are being asked to volunteer for a pilot scheme testing out the new landlord database, starting next week. 

The database is being introduced under the Renters’ Rights Bill, which is set to receive Royal Assent later this year and will include details of all private rented properties and landlords in England. 

The Government has said the database will provide a ‘one stop shop’ for landlords allowing them to access relevant guidance through a single ‘front door’ helping landlords understand their obligations and demonstrate compliance.  

It will also be used for communicating changes to requirements – ensuring landlords have access to simple up-to-date information about their responsibilities.   

While we have raised concerns about its effectiveness when it comes to tackling rogue or criminal landlords – not least as detailed information about exactly what will be included has not been forthcoming - it remains a key element of the Government Bill, with the pilot scheme set up to help refine the way it will operate in practice. 

Who can apply? 

The Ministry of Housing, Communities and Local Government (MHCLG) is looking for around 10 landlords per area who are happy to test the database over a four-to-six-week period. The scheme is due to start on 1st September, so time is of the essence. 

Each landlord will need to have at least one property in one of the three areas, which they hold as an individual, with testing for joint landlords, organisational landlords, lettings agents and associated parties such as mortgage providers and freeholders set to take place at a later date. 

What’s involved?

The data provided will be viewed by local council enforcement officers, although it won’t be used for enforcement purposes. 

The department will be collecting feedback throughout the pilot scheme, including end-of-journey and end-of-pilot surveys, which will be used to ensure the final database is both user friendly and fit for purpose.
