I've Googled "EPC changes April 2012" but can't find anything at all to suggest tenants being able to force landlords to implement recommendations if the EPC is post 5 April. The changes appear to be mainly to do with the format of the certificate and the way in which it is provided. I would email the agent and ask him to quote his source!
