Improvement notice

I recently got an improvement notice from the council even though my tenant hasent reported any repairs she has started being a nightmare as she's hoping to get a 2 council houses knocked into one for her family and that doing it this way the council will re house her out side jobs I've had done but inside no one will come back she gives them a load of abuse or just doesent answer the door do the council do the repairs for you and charge you for it? I've contacted the council and got no where they just don't listen so I'm in the process of taking them to a tribunal as in their report their asking me to do repairs to damage she's done which I'm not going to do but I'm at a loss if I can't get anyone to do any work inside cos of the abuse they get any advice would be appreciated
