FRAs.....mandatory or recommended?

Imagine you own a block of flats (own freehold and 8 out of the 16 flats) in Wales, is an FRA for the block mandatory or simply recommended? A google search shows it's a mandatory/compulsory requirement but on the NRLA Portfolio it comes up as a recommended certificate.
