Tenant claiming houseing benifit for some time unknowen to us

The houseing benifit on the phone said they would back pay me the rent that they had payed the tenant.I was asked to send a letter with my bank details and list monies due which was sent on the 15 December 08. I recived a letter from them today 2 Jan 09. It was dated the 24 December 08 stating that futue payments will be sent to me not mentioning what they had said on the phone re the back payments. The rent money they are offering to pay is too low a rent for the area, also we will be at a loss of £190 per month.I have had some advise from Dave. I relise that I should of recorded the phone conversation (stating it was for training perposes?) As these people are civill servants payed by us they should be more truthfull and honorable ( the tenant cliams he has had a letter saying that he has to pay them the money he has recieved back). Like to know your comments.
