What are the reasons for a S8

I understand S8 can be used for reasons other than rent arrears.  Can it be used if the tenant refuses to increase the rent for 7 years?  I did not know about S13 until recently.  I am about to serve S21 on him. I will be giving it to a solicitor.  I have seen on their notes that S21 and S8 can be given together and that although S8 is mostly for rent arrears it can be for several other things as well.  Does any one know what the other things are please?
