How to rent guide

Possession - Section 8 and Section 21

I am thinking of serving S21 but among other things I need to do prior to giving S21 is to give the tenant the how to rent guide and get him to sign for it.  Three weeks ago I took a copy of the latest guide and wanted to give the tenant when I went to the property with the agent.  The agent said he will send it electronically as he does everything that way as he will have a trail and its possible to track. 

However; now I have learnt it cannot be done that way unless the tenant has agreed to get documents by email .  For two weeks now the agent kept saying the tenant was coming to the ofice and he will get the tenants signature but the tenant keeps changing the date and has been postponing for two weeks.

He may have realised he was going to be given notice and must have got advice not to accept and I am wondering where I go from here because I hope to ask a solicitor to serve the notice and naturally he will need me to have given this.  Any ideas you clever folk?
