Transfer of Freehold to Leaseholder

Hi, I have a flat in a block of 8 leasehold flats and it looks as though one of the flat owner / leaseholder is trying to purchase the Freehold individually. Can he do this as I thought that the Freehold should be offered to ALL Leaseholders ? I know he went with the Freeholder to a solicitors to transfer the Freehold last week - is there anyway of stopping the Transfer if he's up to no good.
