When did the how to rent guide become mandatory?.  I understand it can be emailed provided the tenant has given consent to emails.  If he has accepted previous documents by emails can it be constued as him having consent or does it have to that he has to give permission in writing?.  What if it is posted to him by registered post or signed for.  Unfortunately in my case the tenant is not at home to accept a signed for document- only the wife is always in and she is not on the contract.
