Heat Pump versus storage radiators

I have three properties that are heated by storage radiators.  Looking at fitting heat pumps but find that most ionstallations assume that central heating water filled radiators are already installed.  To fit a heat pump would have the extra cost of installing radiators and this would make the exerise too costly.  Does anyone out there have any experince of this problem?  Should I consider having gas central heating installed to then change it to a heat pump later?  Or is there any other solution.?
