Building Regs inspectors

I've been told to upgrade fire safety by enclosing a staircase. Does anyone have experience of building regs inspectors? My builder says don't get them in, they only cause trouble (this obvs raises my suspicions he won't do a compliant job). We did do work over 20 years ago when we lived in the property that was not signed off (dont even know if it needed to be?) Could this be called into question if we get building inspectors into check the work the current builder is doind?
