Is Serco a legitimate route to letting an HMO?

I've been offered an opportunity to purchase and let an HMO through Serco who apparently specialise in complete management and guaranteed income for two years: they let to "vulnerable people" who I have read means asylum seekers. I am therefore guessing that the government is paying. Has anyone heard of this company or had experience with them? It seems to me to be an opportunity falling betweeen too-good-to-be-true and a disaster waiting to happen.
