tenant in arrears with young child , was having problems paying gas / Electirc bills as partner left her, having kept the housing Benifit .
Unbeknown to us , Scotish Power installed key meters knowing she was only going to be at that address for a further 3/4 mth , according to tenant agreed they would remove them when she moved out as she had not wanted them . WE did not give permission and do not want them . they now refuse to take them out without a charge of 60 & 40 saying this is a new new policy that came into affect in Feb 09 - and its now down to the new tenant to pay , plus a up front deposit 150 per fuel up front or a year . after various calls one person agreed to remove them but now they are refusing saying they have the right to put the in even though landlord did not give permission. based on their new policy as of Feb 09

also very concern, tenant at high risk as she will need to stand on chair to reach Electric meter as its over door way - totally unsuitable for a woman in her conditison ( don't know how she can get on/ off chair either )

they also assured me its cheaper for them on this method 0 but not according to debate in commons last week .
