The council tell me my Rent Bond is no longer valid !

I had a long term tenant, from the Council housing list and on Universal Credit.  The bond has been in place since 2014.  I need to make a claim on that bond but the council are telling me that the Rent Bond agreement is NO LONGER VALID.  Before I send my response back I'd like your thoughts please.  The bond says "Subject to the provision of clause (22) below this Agreemtn will remain in force for a period of two years following the expiry of the tenancy granted pursuant to the Tenancy Agreement.
