Unknown person now on Utility bill account

Hello,
My tenant (from the council housing list and on Universal Credit) told the unility company that she was moving out in February and they issued a final statement.

Two days later apparently a new name (no one known to me) was registered at that address.

The council have no advice to offer on this.

Has any one been down this route before please ?
