Overgrown Plants and the landlord not doing anything

Hi all,

I am seeking help as my next-door neighbour is also a landlord. I have attempted to contact the neighbour's landlord regarding his overgrown and unmaintained plants that are beginning to creep and grow onto my property which cause gutter damage and mould issue. The next-door landlord has ignored my message and call. What is the best way to resolve this situation?
