Two tenants, one moving out A one staying B
(A) owes July rent, gaurantor (father) being difficult

Best route to use the DPS adjudication scheme?

after 14 days if A doesnt reply don't the DPS pay the Landlord anyway?
How successful is the DPS route?

A father trying to get all legal on me saying that there are pigeon dropping in the hallway. A has smoked been lazy not cleaned one bit.
Deposit unfortunately is all in A's name.

Whats the best thing to do here?

The last two mails from A father said, keys left on the kitchen table and then followed up with if you evict my daugher I will do this and do that...
