Are council tax exemptions only for lower band properties?

Pal owns a house spit into two flats, one of which he lives in - he owns the property outright.

He plans to rent the other flat to a family member who gets PIP and due to being on the PIP enhanced rate the family member is entitled to council tax exemption

Family member gets LHA (pal will take the financial  hit as it's for family).

My questions are - does the CT exemption apply even though the flat is a band F for council tax purposes?

Any legal issues in rentiing  to a family member?

Amy pitfalls to be aware ot, going forward?
