Rent arrears but still wants replacements

Needed to take paper coming away from hall ceiling off and have ceiling replastered because of ?washing dried in house? but the gas fire, new 5 years ago has packed up, have said I will replace with elec. but currently as they are in arrears will wait until they pay them off. Am I in breach of any legislation here? The central heating is fine (new 5 years ago)
