A tenant is always late with payment

One of our tenants is always late with payments, their tenancy agreement was signed and they moved in May of this year.
This month their rent is one week late and we cannot get hold of them; tried phoning,texting and even knocking on the door.
Can we issue a section 21?
Reading the information we cannot do this as it has to be done with an end date after the tenancy agreement end date???
What else can we do?
