I guess we've all had problems with tenants not paying rent. Could this be the answer?

On a TV programme this week about City of London police, they were proposing to arrest 2 gentlemen for non payment of a taxi fare. what is the difference between not paying a taxi fare of say £50 and not paying rent of say £500.

Tongue in cheek I'm asking if the Police can arrest a tenant for non payment of rent.
