Possession - Section 8 and Section 21

i decided to issue a section 21(a) and the 'important date' was the 12th march as this was the day of rent etc.

unfortunately as i live miles away from the property i sent the notice via Recorded Delivery on the 9th March(ive kept proof).
By all accounts (online tracking tool) the tenant only signed for it on the 14th...

does this mean that the section 21 is stil valid?
if it is, when can i issue the N5b? 12th or 14th May?

if it isnt ok i guess i have to start again and get it there by the 12th of April?
