Advice on hand delivering a S21

I may be giving a S21 notice to a tenant on Sunday (31st October), incidentally this is the last date I can give it to him as the rental period starts again on the 1st. I plan to give this in person.

1 - is it essential to have an independent witness take a photograph of me hand delivering it to him? Can he successfully argue in court that he did not receive it if I don't? Does a friend qualify as independent or do I need to find a stranger?

2 - Does he have to sign the form to acknowledge receipt of the notice? As he may refuse to do so. If he does sign it, I take it a photograph is not necessary?
