Possession - Section 8 and Section 21

I have a student property let on a joint AST, there are 5 student and one of them is not paying her share of the rental (Due termly) It transpires that she is also not paying her share of the bills as well

The question I have is can I serve section 8 (ground 8 10 & 11) for none payment of rent on her as an Idividual? and can I use her none payment of bills as a second grounds (12) for serving the order?
