Tenant left without handing over keys

A long term tenant of 10 years gave me verbal notice that she was ending the tenancy but vague about her moving out date as she wasn't sure when her new flat would be ready. We have always been on good terms.

She has now left and taken all her possessions but didn't contact me to hand over the keys. The rent is fully paid and there was no bond to repay.

What is the best way to proceed in this situation?

Can I assume she has left and change the locks (I have no spare key) or do I need to apply for the baliff to confirm she has gone and hand the property back to me?
