Is this a scam and what can we do about it

No not insulation they said they wanted to see if the house was up to standard for letting out and that they would check to see if electrics,gas,roof were all safe.
Ive never heard of anything like it from the way the tenant was talking sounds like they were looking for rogue landlords and who also fill there propertys just to get there rent no matter what the state of property.
My tenant told them the house was all electric but they still demanded to come out,they said you can come out but you not getting in and they just said ok we'l be in your area next week and if you not home we will just come back until we catch you in.
They new the tenants name but not mine they were asking for my information but tenant wouldn't give it.
I have told them if they turn up get there card and i will ring them but do not let them in as i'm worried incase they find something and send me a massive bill,can they do this in my absense.
