Is Section 21 quicker than Section 8 ?

I have read the instructions regarding the above but am confused with the wording of Section 21 which refers to 2 to 3 weeks as I thought we had to give tenants 2 months clear notice for possession

We have a tenant over 2 months in arrears despite promises to pay. I now have to issue some proceedings to ensure he can't let the arrears build up any longer. I want to get him out as soon as posible. I will use Section 21 and apply separately for a money order if necessary but have been successful in the past (albeit slowly) on repossession under Section 8 but havent been able to retrieve any monies owing due to tenants' circumstances.

Your advice would be appreciated.
