Early S21 and Offer of Renewal

I normally issue S21 at beginning of tenancy (After deposit is protected) as advise by the RLA. I know that if I issue an new tenancy or extension that the original S21 becomes obsolete and a new one is required. It has however been suggested to me that merely offering a renewal would undermine the validity of the original S21 notice.! Is this true?
