Renewal of Gas Safety Certificate

In an instance where a property requires renewal of a Gas Safety Certificate and the engineer will not issue one until he is satisfied that the ventilation is adequate (he needs to read the instruction manual and the tenant is looking for it) The engineer has not issued any warning notices just will not issue certificate. Landlord will improve the ventilation if it is now not sufficient, but are there any guidelines on what time scale we have, or do we have to advise the tenants to move out whilst we are sorting?
