Can S21(4)a be served before tenancy becomes periodic

Hi, I just wondered whether it is allowed to serve an S21(4)a can be served in the final 2 months of a Fixed term tenancy or if it can ONLY be served when a tenancy has expired and become a statutory periodic tenancy?
