Can I serve both Section 21 and Section 8

My tenant is 3 months in arrears and I have served a Section 21, but this type of notice does not seem to cover rent arrears. Should I also serve a Section 8 to try and get the rent arrears at some later date when the tenant has funds. He jointly owns a property with his ex-wife and is therefore not eligible for housing benefit. He has been advised by Home Works - a Sussex based housing support, to stay put in my flat until he is evicted and he will then be rehoused.
