HMO - does this apply to renting a 2 double bed flat to 2 students?

Apologies for my ignorance, but would the HMO rules apply when I have a two bedroom flat, and i let to two unconnected students? They are friends and the tenancy agreement would be one AST in both their names, but they are not relatives.
