I have three tennants who occupy a shared flat above my cafe. Each person has a locked bedroom and share kitchen and bathroom facilities.

Each tennant has been in occupation for more than two months. Two are aged 17 and one is over 18.

I did not issue a tennancy agreement or rent book when they occupied and I would like to do so now as I realise I am breaking the law.

All three tennants are claiming housing benefits

Please help me to understand what course of action I must take to rectify my problem. I would like to issue an agreement as soon as possible.
