Quit Tenancy before end of Agreement

A friend of mine has decided to terminate her tenancy with her landlord.

She entered in to a 12 months shorthold tenancy last August.She has given 1 months notice in writing, however the landlord has threatened her with the county courts saying she is responsible for paying the rent untill the end of the agreement.

Is she able to vacate prior to the agreement ending without being liable for the rent ??
