My sister lives in a first floor flat that I own. She is an alcoholic and has trashed the flat - to put it mildly. It is filthy dirty and whenever I do any repairs they are destroyed almost immediately. She also has a damaged foot which makes using the stairs difficult. I have been suggesting for a while that she should move to a ground floor flat but up to now she has always rejected the idea. Suddenly she has decided she would like to live in a ground floor flat and she would like me to buy one. If I did so would I be allowed to rent it to her on a 6 monthly shorthold tenancy agreement ? I feel if I have some way of disciplining her she may take more care of the flat.

Another alternative might be for my mother to buy a ground floor flat for my sister to use. She would only be agreeable to this if it was on a shorthold agreement.

Any advice would be greatly appreciated.
