Tenants want us to keep council tax in our names..?

We have found some tenants and they have requested (due to past bad experiences with council tax bills), that they pay us the council tax with the rent (each month). They have asked us to keep the bill in our names.

Their say their past experiences with other landlords meant that, they ended up paying a full year's council tax for a year's contract, when they only stayed there for 6 months, and later discovered that the landlord never used the money they gave him for the council tax. They then had to pay the full year's poll tax again.

If we added something in the contract that says rent plus council tax of £x is due each month is that ok or is there some risk/issue here that we are missing?
