advice about rent reduction in the event of electricity or heating faults

can anyone tell me if I am obliged to reduce the rent if tenants are without central heating or electricity for more than 24 hours. eg. if the boiler breaks down and I am let down by repairmen which could feasibly happen, and it takes 3 days to fix it, would I be required by law to reduce their rent?
