What level of admin charges are acceptable to tenacy deposit schemes if left unpaid by tenant

I have recently been involved in a great deal of admin over noisy parties and damage at properties. ie 67 e mails to one tenant.

Is it acceptable to charge my time ? at what rate ? ( my oportunity cost or temp sec. rate?)
If unpaid could I claim from deposit scheme ? Are charges for other unusual admin tasks acceptable - rent chasing letters, cancelled standing orders etc. I WOULD INCLUDE THESE COSTS AS PART OF THE AGREEMENT BUT AM NOT SURE OF THE LEVEL THAT IS ACCEPTABLE.

At a recent tribunal I attended it was considered reasonable to charge £58-0p for one letter from a managing agent to a long leaseholder.
