Late Payment Interest Rates

Hi,
The RLA 2007 AST states that late payments will incur interest at a rate of 3% above the base rate used by the Royal bank of Scotland. Is this the Base Rate used for personal mortgages or some other rate? Also I have tralled the RBS website to find there historical rates - so that a longer term overdue payment can have its interest accuratley calculated - but I cannot find it. Do you know where I can find this information?
