Why should I serve a S21 at the beginning of a tenancy?

Hi

I am a little new to the landlord business. I have two flats at the moment that I let out.

I noticed tip 8 under the 10 tips for landlords; serve a S21 notice at the beginning of the tenancy. What purpose does this serve? I understood that the tenancy should take care of anything & only if I wanted the tenant out after the tenancy expires should I serve a S21.

If you could explain or direct me to an explanation it would be most appreciated.
