Hi,

He is not liable for the time it was rented but most councils insist on seeing an AST and also proof that he was paying at another address before they grant an exemption.

When I let a proeprty I alwasy ring up the council myself and make sure the proeprty is registered for council tax purposes in their name just in case the tenants "forget".
