Retaining Deposit on tenant leaving

What is the procedure, from the tenants point of view, if the Landlord retains the deposit for damage, in this case wallpaper ripped in one room. Can the tenant ask the agency involved to assess the damage and cost of repair and is there a time limit for the Landlord to refuse to return any deposit or balance thereof.
